WPP: Encoding the Agency at Industrial Scale

WPP, the world’s largest advertising agency group, is the most visible case study. In September 2025, the company named Cindy Rose as CEO. Rose came from Microsoft, where she served as COO of Global Enterprise. She inherited a company in trouble. WPP’s full-year 2025 revenue of £13.55 billion was down 8.1 percent year-over-year, and its top 25 clients reduced spending by 4.1 percent. Rose’s response was to announce Elevate28, a plan to transform WPP into “a simpler, lower-cost, AI-enabled business,” targeting £500 million in annual savings by 2028.

The agency holding company model that generated decades of growth through headcount-scaled creative and media services is contracting.

WPP’s bet centers on an agentic platform called WPP Open. The company spent $400 million on AI in 2025, roughly 3 percent of net sales, up from $300 million in 2024. CTO Stephan Pretorius has stated publicly that the number will continue to increase. In January 2026, WPP launched Agent Hub, a suite of AI agents built on WPP Open that codify decades of proprietary data and institutional knowledge into agentic systems available to all 100,000 employees and, increasingly, to clients directly.

The agents include a Brand Analytics Agent with access to 30 years of WPP’s Brand Asset Valuator data, a Behavioural Science Agent that applies Ogilvy’s frameworks, and Creative Brain, an ideation agent channeling what WPP describes as 150 years of creative intelligence.

This is the harness argument in action at industrial scale. WPP is encoding its institutional memory into agentic systems that can deliver at machine speed what used to require teams of people working for weeks. As Pretorius told tipsheet.ai in January 2026, clients are no longer buying people. They are buying a combination of people and technology. Very often, what WPP sells clients is outputs and outcomes, not time.

That shift deserves emphasis, because it represents a fundamental change in the commercial model of agency services. WPP is explicitly moving from selling labor to selling results, a transition that changes everything about how the business is priced, how margins are structured, and where competitive advantage lies.

Rose herself has described the market transformation in terms that any services firm leader should find sobering. All the old barriers that protected established brands are gone. Creators and influencers have reshaped consumer preference and can launch brands in an instant. Media is everywhere. Commerce is the new organizing principle. Every interaction is shoppable, and we are rapidly shifting to agented commerce where AI agents do the shopping on our behalf.

That is the language of structural disruption, spoken by the CEO of the world’s largest agency.
